Understanding the Differences Between State Standards

Recall that one of Dr. Manny Barabra’s main points (in his presentation on data, at our Saturday October 10 morning session) was that what consitutes “proficient” or “advanced” on state-mandated testing varies widely from state to state, and that these differences disproportionately affect schools (and teachers and students) under NCLB—and the public’s perception of how well schools are doing in different states. California has some of the toughest standards in the nation, so that claims that CA is not doing as well as other states in bringing all children to proficiency may not be factually accurate.

“Conjuring Cut Scores” is an article published by AFT (available online at www.aft.org/pubs-reports/american_educator/issues/winter07_08/conjuring.pdf) that addresses these issues of different states having different levels of expectation as to what consitutes proficient or advanced.
